California Traffic Cones: Optional Orange Retroreflective Band

← All Work Zone Notes

By Public Ready · Existing educational reference

Caltrans proposed an additional orange retroreflective band on traffic cones to enhance visibility during the hours of darkness. The 2026 California Manual on Uniform Traffic Control Devices (California MUTCD) now includes this as an option for 28- to 36-inch traffic cones. It is not a statewide requirement for all cones.

Why Caltrans proposed the third band

In its August 1, 2024 California Traffic Control Devices Committee (CTCDC) Agenda Item 24-07, Caltrans proposed an additional 4-inch orange retroreflective band below the existing white bands to improve nighttime conspicuity. The proposal describes the visibility objective, not a quantified reduction in crashes.

What the 2026 California MUTCD allows

Section 6K.03, Paragraph 02 specifies a 6-inch white retroreflective band and a second 4-inch white band for retroreflectorized 28- to 36-inch cones used at night. Paragraph 02a provides the option to add a 4-inch orange retroreflective band approximately 2 inches below the lower white band. The standard two-white-band configuration is still permitted.

Caltrans has separate purchase criteria

Caltrans' 28-Inch 3-Band Traffic Cones authorization criteria, revised August 7, 2026, establish product qualification requirements for cones purchased for Maintenance Division use. These address band placement, Type VI retroreflective sheeting, reflective base dots, materials, dimensions, testing, and product authorization. The existence of these criteria does not make the third band mandatory for every contractor or every California roadway.

See the official photos and specifications

Caltrans' 2024 CTCDC report includes photographs of actual three-band examples, including the added orange material. Caltrans also published a dimensioned engineering drawing and current authorization criteria. The detailed Work Zone Compliance guide brings these primary sources together and explains the difference between the optional MUTCD provision and Caltrans procurement requirements.

Before selecting equipment

Verify the currently adopted California MUTCD provisions, the applicable contract specifications, permit conditions, and any agency-specific requirements. Traffic cones are channelizing devices, and their condition and visibility remain important whether two or three retroreflective bands are used.
